Dmitry Blokhin is the 202 cm tall Vice Chairperson for the Committee of Physical Culture and Sports at the City Administration of Murmansk in Russia. Under his administration, the International Winter Swimming Competition (or the International Holiday of the North or the Polar Olympics) are held annually in Murmansk, Russia as well as the Murmansk Mile as part of the open water swim across Kola Bay in Murmansk. He also helps organize the first World Ice Swimming Championships (or the International Ice Swimming Association World Championship) on 20 March 2015 and the Russian Open Winter Swimming Championship on 21-22 March 2015 together with Irina Andreeva.

Blokhin is also a coach and an elementary school teacher. He attended the 2013 Global Open Water Swimming Conference in Cork, Ireland and presented at the 2014 Global Open Water Swimming Conference on the Isle of Bute, Scotland.

Murmansk

Murmansk is the biggest city in the world inside the Arctic Circle and location of the International Winter Swimming Competition (80th International Holiday of the North or the Polar Olympics) and the Russian Open Winter Swimming Championship conducted by the Department of Physical Culture and Sport of Murmansk and organised by Irina Andreeva and Blokhin Dmitry.

Murmansk is one of the world's capitals of ice swimming. It is the site of the Murmansk Mile and the Festival of Sports in June. The Murmansk Mile is a 1.2 km swim across Kola Bay in water 4-8 degrees C with currents with over 40 ice swimming participants. The Festival of Sports has more than 10,000 participants and spectators in 11 different kinds of sports.

On 20 March 2015 in Lapland Lake Semenovskoye, Murmansk, Russia Blokhin serves as the event director of the IISA 3rd World Championship in March 2019 in Murmansk, Russia.
