Dmitry Blohin is responsible for the International Winter Swimming Competition in Murmansk, Russia
Dmitry Blokhin is the 202 cm tall Vice Chairperson for the Committee of Physical Culture and Sports at the City Administration of Murmansk in Russia. Under his administration, the International Winter Swimming Competition (or the International Holiday of the North or the Polar Olympics) are held annually in Murmansk, Russia as well as the Murmansk Mile as part of the open water swim across Kola Bay in Murmansk.

Blokhin is also a coach and an elementary school teacher and attended the 2013 Global Open Water Swimming Conference in Cork, Ireland.
